APD Burao Satellite Office:
The APD Burao Satellite office is an extension of the services
and activities provided by the APD Hargeisa office. It is a centre
out of which research undertakings and other outreach engagements
are carried out in order to access the regions of Sool, Sanag, and
Togdheer. With its own premises rebuilt from the ruins of an old
government bungalow, the office is more permanently anchored and
eager to shed the satellite aspect of its past. Staffed
by a team consisting of administration, research and subordinate
staff totalling 11, it is poised to expand its ever widening circle
of responsibilities.

Why was the Satellite Office in Burco established?
- Because of its strategic position in Togdheer : Because
of its strategic position in Togdheer and close proximity to other
regions in the east such as Sool and Sanag. Togdheer is regarded
as the centre of livestock trade and cross-roads to a vast hinterland
extending to Ethiopias Region 5 and Southern Somalia.
- Burao is the centre of large IDP population, returnees
from Ehtiopia and refugees from southern Somalia as well as economically
impoverished livestock herders from the rural areas affected by
recurrent droughts.
- Togdheer region is conflict prone and has the highest
incidents of violence in comparison with other urban centres in
Somaliland. It also has the largest number of conflicts in the
country emanating from clashes over pasture, water and land. Most
are characterised as aggrandizement of clan territorial limits.
What is the Present Engagement?
The Pillars of Peace project with its three main components is
the primary focus around which the research activities of the Academy
revolve at this period of time. Burao is mandated with the task
of the social reconciliation pillar. The exercise involves
looking into the root causes of prevailing conflicts in the country
and its recurrence vis-à-vis the gaps in the institution
of governance and the clan effects on the democratisation process.
It includes:
o Consulting with the community elders and traditional leaders as
well as other prominent personalities and social groups including
the women and the youth.
o Sharing the knowledge gained in engaging key actors to devise
mechanisms to do away with the obstacles of peace
o Carrying out conflict mediation by mobilising credible and neutral
personalities to resolve conflicts, providing neutral space bringing
to a conclusion expeditiously.
