Participants included government authorities, chiefs, police officers, judiciary officers, city councillors, members from women groups and from the youth groups.

The forum was prepared by the Burco office of the Academy for Peace and Development. Factors that can cause instability in Burco Region and how these can be curbed were discussed in the forum.

The Governor of Togdheer Region Mr. Abdi Hussein Dheere emphasised that peace in the region is good but that the topic under discussion was what can cause instability in our region and can affect peace. The regional governor added that instability may be caused by land confrontation and similar things, therefore, what is needed is that people are made aware of everything that can cause instability. He also said that the police and the local government particularly have the responsibility of solving problems that can cause instability.

The head of the Academy for Peace and Development in Burco, Mr. Jafar Mohamed Gaadaweyne, explained the factors that may cause instability: "Where there is anger there is no thought, a nation may not disintegrate unless characters become bad, peace will not loose harmony without prior to bad mouth". Jafar pointed out that Qat, dissemination of false news and lack of checking against rumours are some factors that can cause instability. Jafar said that it was good to always approach the problems with care by looking at them with a positive perspective.

The participants also pointed out that revenge is one of the main factors that cause instability and needs to be addressed. The participants proposed that the police of the region should be well trained so that they can face such cases in a professional way.
