Forum on "Political Cohabitation"

The Academy for Peace and Development (APD) is pleased to invite you to the Forum for Civic Dialogue, a regularly held public gathering at which pertinent political, social and developmental issues are openly discussed and ideas for solving them are freely exchanged.

On September 29, 2005, Somalilanders elected a new House of Representatives, in which the two opposition political parties are able to control a collective majority. This has led to "political cohabitation", a situation in which the legislative and the executive branches of government are controlled by different political parties. Such scenarios can pose particular challenges to democratic political systems. Therefore, the selected topic for the upcoming Forum is:

"Political Cohabitation in Somaliland: Achieving Constructive Results through Cooperation?"

The discussion will be introduced by Rebecca Richards, University of Bristol Department of Politics, UK. The Forum will take place on

Tuesday, 19th September at 7:00 PM at the Maansoor Hotel.

The key questions for discussion are as follows:

  1. What is Somaliland's experience in dealing with political cohabitation?
  2. How can the current cohabitation in Somaliland achieve constructive results?
  3. What recommendations can be made to make political cohabitation work in the interest of Somaliland's people?

Ground rules for the Forum:

  1. Focus on the topic for the night and focus on the issues- no personal attacks please.
  2. Feel free to present any viewpoint relevant to the topic under discussion.
  3. We expect tolerance, civility, and respect from all sides to all sides- the aim is to promote the best for Somaliland, not to score a point against someone or a group.
  4. Allow and encourage participation from audience-we value participation dialogue.
  5. Respect the time allocated to you-do not feel offended if you are kept to the time allocated to you.
  6. The Chair reserves the right to direct questions and answers to ensure productive dialogue.
