Breakthrough in the House? Five Members of NEC confirmed

It looks like the deadlock over the formation of the new NEC is about to the end. After all sides, the government, the House leadership, and the main opposition political party Kulmiye accepted the ruling of High Court over the House's extension of the term the old NEC members, Kulmiye named its missing nominee to the NEC and the House agreed to start the confirmation process for these new commissioners.

On June 2, the House finally convened to have the vote on the seven nominees to the new NEC. In accordance with the House procedures, the Sub-committee on Internal Affairs has vetted the credentials of all seven candidates prior to the House vote, to check whether the nominees have fulfilled the legal requirements. The Chairperson of this sub-committee read its conclusions about the seven nominees to the plenary of the House. According to the sub-committee, three of the seven failed to fulfil the requirements. They allegedly pretended to be younger than they are, failing to meet the age limitation set for the candidacy.

Following the presentation, the Speaker of the House asked the secretary to read out the CVs of the seven nominees. When the House finally voted, five of the seven nominees were confirmed and two were rejected.

The two rejected nominees interestingly have three things in common:

  1. They were the only two non-Isaaq nominees (Gadabursi and Warsangeli)
  2. They were the two Guurti nominees.
  3. They are two of the three who were found to be above age.

Though the confirmation of some of the members of NEC is a positive development for the stalled electoral process, the glitches are far from over. With the President currently abroad, the re-naming of the Guurti nominees is likely to take time. Moreover, the confirmation of all five Isaaq nominees including the one who failed to meet the age requirement was seen by some as a clan-motivated move that threatens to further polarise the House.

42 votes were required for any of the candidates to succeed. A total of 67 (excluding the speaker) of Somaliland's 82 members of parliament were present.
