Comprehensive Election Timetable Agreement signed
Representative of the Somaliland political parties
have signed a comprehensive agreement on the election timetable
in a ceremony held at Mansoor Hotel on 3rd of June marking an end
to the long political dispute.
On behalf of UDUB, the Vice-President of Somaliland have signed
the deal, while Muuse Biixi, Kulmiye deputy chairman and Eng. Faisal
Ali Warabe, UCID chairperson signed on behalf of the opposition
parties.
The party representatives have signed an eight-point deal. The
eight point deal set the presidential election timeline on
the 6 April 2009, and postponed local council election to unspecified
time.
Also, according to the 8-point deal, the Upper House of Parliament
can not intervene if again election happen to be postponed.

Inofficial Translation of the Agreement negotiated between President
and Opposition Leaders
- To postpone the local elections and bring forward the presidential
elections.
- To give the implementation of voter registration enough time
as that is the reason why the local elections are postponed.
- That the National Electoral Commission should prepare the timeline
of the presidential elections which will take place after the
voter registration.
- That the Presidential elections should take place before 6/4/2009
- The articles in the voter registration act that are not in harmony
with the presidential election should be suspended.
- If unforeseen circumstances that would postpone the implementation
of the presidential election appear, the National Electoral Commission
and the three national political parties will reach a joint collective
decision about it. The Guurti will approve the timeline they collectively
agree without further extension.
- The government and the opposition should coordinate and have
constant consultation with one another.
- The technical committee of the three political parties becomes
a standing committee which will be responsible for confidence-building
for the cooperation of the political parties and the government.
